Hotel approved for short-term homeless accommodation in Milton Keynes

    Milton Keynes City Council has been granted approval for the use of a hotel as a short-term accommodation for the homeless.

    On September 10, Milton Keynes City Council (MKCC) was granted a Certificate of Lawfulness for the Harben House Hotel, located on Severn Drive, Newport Pagnell.

    MKCC’s application outlines plans to lease the Harben House Hotel for five years, transforming it into temporary accommodation for individuals experiencing homelessness. The initiative is part of MKCC's strategy to offer immediate, short-term housing solutions while assessing the needs of those affected by homelessness.

    The accommodation at Harben House will be available for stays ranging from 56 to 90 nights. The facility will cater primarily to individuals or small households who do not require additional support. Residents are expected to manage their own food and utilise local services independently. The hotel will provide essential services including linen, 24-hour reception, cleaning, and maintenance, with cooking and heating facilities available for use.

    The change in use from a hotel to short-term accommodation for the homeless was deemed not to constitute a "material" change of use under planning law. According to the Application Delegated Report (ADR), the transition does not significantly alter the character or impact of the property’s use, as both hotels and hostels provide short-term lodging with similar operational functions.
